– SIMBG is a Building Management Information System, which is an integrated web-based electronic system that is presented to assist the service process and the administration of the building as a whole with Online Single Submission (OSS).

What is SIMBG?

As an effort to realize orderly implementation and guarantee the technical reliability of buildings, every building construction must have a Building Construction Permit (IMB) or which has now been changed to a Building Approval (PBG). In accordance with Law Number 11 of 2020 concerning Job Creation and Government Regulation Number 16 of 2021.

In addition, each building must also have a Function Worthy Certificate (SLF). A certificate issued by the Government to the owner of a building or its representative, as a statement that the building in question is functional and can be used properly according to plan.

Therefore, to provide convenience, acceleration, service improvement for PGB and SLF permits, a Building Management Information System (SIMBG) was created.

Provided by the Ministry of Public Works and Public Housing, and can be used by Regional Governments, SIMBG is expected to be able to assist Regency/City Governments in managing buildings in their areas so that they are more orderly and transparent in accordance with established procedures.

With the existence of SIMBG, it is hoped that the building management process will also become more effective and coordination between related regional apparatuses will become clearer, integrated electronically or online, through Online Single Submission (OSS).

SIMBG requirements for PBG

Although it will be easier to use SIMBG, dealing with building permits such as PBG still requires a number of requirements that must be fulfilled. This includes three important things, including applicant data, building data, and technical planning documents.

Applicant Data

Applicant's data or building owner's data is the main requirement in applying for PBG through SIMBG. Where the applicant must be able to show an Identity Number or NIK (Resident Identification Number) or KITAS.

Apart from that, you can also show proof of KRK prerequisites (City Planning Statement), a land agreement letter between the land owner and the building owner. If the land owner is not the owner of the building.

Building Data

Prerequisites for building data must also be met as prerequisites for submitting PBG through SIMBG. The applicant must be able to confirm the type of application such as building function, building type, building name, as well as data related to area, height and number of floors. Technical Plan Document

Architectural Plan Document

The architectural plan document used as a condition for administering the Building Approval (PBG) includes a number of things as follows:

  • Design concept
  • Site plan drawing
  • Floor plan
  • Image of a building section

  • Interior layout plan drawing
  • Outer space plan drawing
  • Main and or typical details

Utility Plan Document

  • Calculation of the need for clean water, electricity, waste water storage and treatment, waste management, rainwater management expenses, and the completeness of infrastructure and facilities in buildings
  • Calculation of noise and vibration levels of buildings
  • Drawing of a fire protection system that is in accordance with the level of fire risk
  • Pictures of natural or artificial ventilation systems
  • Image of vertical transportation system
  • Image of horizontal transportation system
  • Pictures of information and communication systems both internally and externally
  • Image of a building's lightning protection system
  • An image of an electrical network consisting of images of power sources, power grids, and lighting
  • Picture of a sanitation system consisting of a clean water system, a wastewater system, and a rainwater system

Structural Plan Document

The structural plan document includes:

  • Structural plan drawings including complete details
  • Superstructure plan drawings including complete details
  • Complete basement plans and details
  • Structural plan calculations are supplemented with soil investigation data for buildings with more than two floors

Building Engineering Specification Document

The next PBG requirements that need to be prepared are various technical specification documents for buildings. This document consists of the types, types and characteristics of materials or materials used in detail and comprehensively for architectural, structural, mechanical, electrical and piping components.

How to Register SIMBG

To register various permits through SIMBG, several steps need to be taken. Starting from the registration and verification steps, to filling in data related to the Building Approval Permit (PBG).

Registration and Verification

The following are the steps in the registration and verification process:

  • Open the link http://simbg.pu.go.id in a browser .
  • After the page is displayed, on the home menu there will be options for you to choose, namely "Register" and "Login", click the "Register" option. You can also access this option at the top of the home page.
  • Then a registration form will be displayed, fill in the requested data such as "Register As", "Email Address", "Password", and "Security Code", then click the tick in the section stating that you agree to the terms and conditions that apply. After that click "Send".
  • After that, you will be sent an email for the verification process. Open the "Verification" link in the email received and you will be taken to the SIMBG page to complete the Applicant's Personal Data.
  • After completing the Applicant's Personal Data, then click "Save", and the self-registration process as an applicant has been successful.

Building Approval Data (PBG)

After being registered as an applicant on the SIMBG page, the applicant can then apply for a PBG replacement for an IMB, as follows:

  • On the Home page of the SIMBG page, click the "Add" menu to add registration for PBG/SLF/SBKBG/RTB applications and Building Data Collection.
  • Next, the type of permit application will be displayed, click "Building Approval".
  • Click "Application Type" to select the type of application.
  • Click "Building Function" according to the intended PBG.
  • Click "Building Type" according to the PBG intended.
  • Then the applicant completes the Building Data according to the intended PBG, and clicks "Save".
  • Furthermore, after the Building Data is filled in, the applicant is directed to the Consultation Application Form page. Applicants can update their personal data on this page. Click "Save" to save the latest data and click "Next".
  • On the next page, the applicant can re-check the Building Data and Complete the Building Address Data. Click "Save" to save the latest data and click "Next" to continue.
  • Then the applicant will be directed to the Land Data Form page, click "Add Data" to enter building land data. After the data is completely filled in, click "Save".
  • For the next step, the applicant will be asked to upload the required files such as Land Technical Data, General Data, Architectural and Structural Technical Data, and MEP Technical Data.
  • After going through the data upload process, the applicant will be taken to the Statement Form page. Click Check the data confirmation confirmation option for the applicant's responsibility for the correctness of the data that has been filled in and the documents uploaded to the system.
  • Check "Check If Agree" if the Applicant has ticked all confirmations of the correctness of the uploaded data and click "Save".
  • The applicant's data and uploaded documents have been stored in SIMBG and are then awaiting verification from the assigned TPA/TPT, a maximum of 28 days from the time the applicant submits a permit application.
  • The PBG submission process is complete and “Application Status” can be seen on the Applicant's Home Page.
